PROJECT TINNARABAY: STRENGTHENING COLLABORATION THROUGH SHARED SUPPORT

The DILG Ilocos Sur Sub-Cluster 1 (SC1), headed by MLGOO Leonelin P. Reynon, formally adopted Project Tinnarabay on September 23, 2026, during the Sub-Cluster meeting held at La Casa Blanca Hotel, Vigan City.
The activity was witnessed by Provincial Director Randy S. Dela Rosa, CESO V and Cluster Head Aprille Regina P. Guerrero.
Through Resolution No. 002, Series of 2026, Project Tinnarabay was formally adopted as a Sub-Cluster initiative that promotes collaboration, knowledge sharing, mutual support, and technical assistance among the First District LGUs.
Derived from the Ilokano word "tinnarabay", meaning helping or assisting one another, the project provides a platform for sharing knowledge, expertise, resources, and good practices to address common concerns and strengthen the delivery of technical assistance to LGUs.
Tinnarabay is more than a project—it is a commitment to help one another, share what we know, and grow stronger together.
