DILG Ilocos Sur Sub-Cluster 1 Holds 3rd Quarter Meeting, Advances Digital Knowledge-Sharing and Peer Support Initiatives

BANTAY, ILOCOS SUR — The DILG Ilocos Sur Sub-Cluster 1 conducted its 3rd Quarter Meeting on September 17, 2026, at II Dap-Ayan, Bantay, Ilocos Sur, bringing together its Field Officers and Technical Staff to discuss key initiatives, organizational matters, and concerns affecting local government technical assistance and compliance monitoring.
One of the highlights of the meeting was the presentation and demonstration of the proposed Sub-Cluster 1 Integrated Repository and Information Base (S1RIB) by LGOO II Ann France G. Burgonio, Sub-Cluster 1 Technical Staff and project proponent. The proposed stand-alone portal aims to provide a centralized platform for storing, organizing, accessing, and sharing issuances, references, reports, and other resources relevant to Sub-Cluster 1. The members expressed support for the initiative and agreed to adopt S1RIB, subject to the preparation and approval of the appropriate resolution.
The meeting also introduced Project Tinnarabay, a proposed Sub-Cluster initiative designed to facilitate technical assistance and peer support among LGUs and Field Officers. Under the proposed approach, Field Officers with relevant knowledge and experience may extend assistance to fellow Field Officers and LGUs requiring support in implementing programs, projects, activities, and other DILG-related requirements.
In support of knowledge management and learning, the Sub-Cluster likewise reiterated the importance of Project Daklis, which encourages the identification, documentation, and sharing of good practices and innovations of LGUs for possible presentation and replication during meetings, conferences, and other learning activities.
Other matters discussed included the Project Urnong Fund and monthly dues, the reorganization of Sub-Cluster 1 officers, the updating of the Calendar of Compliance, proper contextualization of Provincial Office communications, review of IPCR deliverables, travel orders, technical assistance on RIDS, CDP and CLUP updates, Barangay Assembly monitoring, and medical allowance requirements.
The meeting concluded with concrete action points aimed at strengthening coordination, knowledge-sharing, technical assistance, and compliance monitoring within Sub-Cluster 1. Through these initiatives, the Sub-Cluster continues to promote collaboration and peer learning among Field Officers while developing practical mechanisms to support LGUs in the effective implementation of their programs and governance responsibilities.
